Lovely wheel, the type of tension is called double drive, you don't need a sping or wire, one loop of the cable fits in the groove of the bobbin the other fits into the groove of the whorl.

this wheel can be used as double drive or single drive with scotch tension, whilst a spring's the proper way to set this up a couple of inches of elastic on the end of the friction band will work fine short term, these are great wheels, don't give up on it!
